Hassan Ali Kasi has received many national and international award and has been nominated for such an award several times. In my opinion he fulfill WP:GNG. I submitted what is essentially a translation of a Japanese Wikipedia page for the artist Eiji Ikeda that was rejected. You can run it through Google translate or Deepl to confirm my draft vs the Japanese.
