The setup of the Ottoman empire in 1820, is of particular importance for reader to comprehend important aspects of the Wallachian uprising and the Greek War of Independence. There is no such a map in WP. I found that out while editing the article of the Greek War of Independence at el.WP. There is a map at Mark Mazower's The Greek Revolution: 1821 and the Making of Modern Europe Hardcover (2021) at p. 15, but would it be ok to upload it here? (or would it violate copyright policy?) Seems to me, you will need a new map. A book has to be several decades old (details vary) to pass into Public Domain. If the map is known to be from the early 20th century and merely reproduced in the book, or if for some other reason the copyright of the map is old even though the book is new, then you are very lucky. Otherwise, no. Another place you might get lucky is Commons:Category:19th-century maps of the Ottoman Empire but the luck there is about finding one that's relevant to the purpose.
